FASCISTS FEAR ECLIPSE.
A NEW ELECTORAL BILL. Published in "The Times.” LONDON, December 23. The Rome correspondent of “The Times” states that Signor Mussolini’s new Electoral Bill, under which Italy will return to the one member per constituency system, is generally regarded an forest:adowing an early general election. The consequences of Mussolini’s step will he very great. The correspondent points out that in an election under the new conditions the Fascist, would certainly lose many seats, and would probably no longer he the strongest party; and their leaders would not have the first olaim to office. It i« too early yet" to say what, if any, hidden motive i 3 behind Mussolini’s action; but it seems clear that he has acted without any special regard for purely Fascist interests. The preeont electoral system, introduced by Mussolini, enables the people to vote not for individual candidates, hut for this party or that, the votes being automatically allocated to the official representative of the successful party.
