Excitement prevails in the provincial towns, furious mobs invading monarchists’ houses and throwing pictures and busts of the Kaiser into the streets. Dr. Helffericlh is known as one of the leaders of the movement for the re-establishment of the monarchy. He held the portfolio of finance in the Cabinet presided over by Herr von Bethmann-Hollweg.

President Ebert has issued a decree, stating that members of secret societies planning the murder of prominent men are liable to the death penalty, or to penal servitude for life. People who know of the existence of such societies are liable to penal servitude if they do not inform the authorities, or if they fail to warn anyone threatened by the societies.
