Briand has reiterated France’s iletermination to compel Germany to pay war damages. Germany would find the means to pay, he said, when the Allies substituted acts for words. President Harding told a gathering of journalists that there is no practical way in which the United States can ratify the Versailles Treaty, but, on the other hand, there is no need for the immediate passage of -the Knox peaee resolution. The Administration would move cautiously and prudently to solve the situation. He insisted that he had no definite plan, and declined to discuss a possible programme. It is expected that the entire subject of international Relations will be dealt with in a message to Congress next week. FRANCE’S TWO FEARS VALUE OF LEAGUE OF NATIONS. (Received April 6, 7.40 p.m.) WASHINGTON, April 5. It is understood that at Senator McCormick’s dinner in honour of M. Viviani, M. Lauzanne, in a speech, said that France feared God and -the United States Senate, and realises that the Senate at the present moment Is nearer to earth and more ‘active. M. Viviani told the Senators, in replying to questions, that if the League of Nations declined to recognise the recent treaty with' Poland, France would withdraw from the League. This delighted the “bitter-enders/’' who think that it sustains the argument that the League is unworkable. M. Lauzanne, a member of M. Viviani’s Mission, is editor of the Paris journal “he Matin.”
