Hughes has suggested to Norway that her claims against the United States for ships requisitioned during the waar should he arbitrated upon by the permanent Hague Court. The United States Shipping' Board awarded Norway some fourteen million dollars which Norway refused, claiming that allowance should be made for the increased prices of tonnage during the war.
