PURCHASES BEFORE ADVANCE. WARNING TO RETAILEDS. The attention of retailers and the general public is drawn- to the fact that no advance can bo made in the prices of sugar or of. jam made from sugar purchased at the price current before the recent advance intimated by the Board of Control. Retailers are warned that any infraction will render the defaulter liable to penalties defined in section 32 of the Board of Trade Act. It has come to the knowledge of the authorities' that some retailers are charging 6d per lb for sugar bought before the advance in price, and any complaints made against grocers of charging "the now rate for old supplies will be immediately attended to. Only a small quantity of tho new sugar has yet been placed on the market-
