The State Department liaa refused "> ask the Mexican Government to reimburse the ransom money paid_ to the bandits on behalf of Mr Jenkins, the American Consular Agent. Ml Jenkins was captured ty Mexican bandits and a ransom paid for his release. It was not previously stated by whom the ransom was paid.
