ELECTORAL REFORM
BILL ADOPTED BY FRENCH CHAMBER. {Received July 12, 0.40 a.m.) - ' PARIS July 11. The Chamber of Deputies adopted the Electoral Reform Bill by 339 votes to 217. M. Poincare, Premier, claimed that it gave the majority of voters a majority of seats. The Radicals created an. uproar, and hurled insults at the Premier, whom the supporters of proportional representation loudly cheered.
