TO PASS HOME RULE BILL BEFORE CHRISTMAS. LONDON, July 10. It is stated that the Government intends that tho Home Rulo Bill shall b© passed by tho House of Commons before Christmas, and that this accounts for rigorous application of the closure. An autumn session is foreshadowed. Mr Asquith, Prime Minister, has announced that the House will rise on August 2nd, and re-assemble in the first ■week in October. BELFAST AND THE SAFEGUARDS. (Received July 11, 11.20 p.m.) LONDON, July 11. Mr Asquith, replying to a deputation from tho Belfast Chamber of Commerce regarding Home Rule, remarked that the deputation did not indicate in what respects the proposed safeguards were inadequate. It vjas unprofitable to argue the question while they maintained that no safeguards would reconcile them to an Irish, Parliament. Tho Government honestly desired to effect! a real settlement.
