DISCUSSIONS UPON THE NEW BELL. ■ ' SUGGESTED PLEBISCITE. By Telegraph—Press Association—Copyright. OTTAWA, February 6. The debate in the Dominion. Bouse of Commons on the Navy Bill, the second reading of which was moved by the Prime Minister, Sir Wilfrid Laurier, last Friday, will continue for a week. All the Conservatives, except throe or four from the Province of Quebec, support Mr R. L. Borden, leader of the Opposition, who opposes the Bill as a departure from the Admiralty’s recommend actions. The dissentients, through Mr F. D. Monk, will move an amendment for a plebiscite, on the ground that the Bill alters Canada’s ' relations with the Empire.
