A pan-Russian congress of professors, held at St. Petersburg, passed resolutions strongly favouring a democratic constitution and equal representation for all, irrespective of race, creed, or station. Maxim Gorki, the Russian novelist, who was arrested in connection with the disturbances at St. Petersburg on January 22nd, has been permitted to proceed to Yalta (Crimea) to recruit his health.
