Merrinian indignantly resisted the idea embodied in a motion by Mr O’Kelly advocating the formation of an International Commission to ameliorate the condition of native races, in view of reports of ill-treatment in Australia, Nigora, the Congo Free State, South Africa, and various Portuguese possessions.
