DISCUSSION IN CAPE PARLIAMENT. INTERNATIONAL COAIMISSION PROPOSED. (Received April 7. 9.45 p.m.) CAPETOWN, April 7. Speaking in tho Cape Assembly Air J. X. Merrinian indignantly resisted the idea embodied in a motion by Mr O’Kelly advocating the formation of an International Commission to ameliorate the condition of native races, in view of reports of ill-treatment in Australia, Nigora, the Congo Free State, South Africa, and various Portuguese possessions. Mr Mcrriman contended that a self-governing colony it would bo intolerable to have international interference with native policy. In the case of Cape Colony he maintained tliat the native policy was most liberal and singularly successful.
