SUCCESSFUL RUSSIAN INTRIGUE. BRITISH PROTESTS UNHEEDED. Pekin, Monday Recently tbe British Minister at Pekin (Sir Claude McDonald) protested against the appointment of Chang-Ti as successor to Hu-Yu-Feu in the office of Director of the Northern Railways Company, jointly with Hsu-Ching-Cheng. . The Tsung-li Tamen, or Board or Foreign Affairs, promised that the appointment should not be made, but it is now stated that despite this promise the appointment of Chang-Ti as co-Director will shortly be announced. London, Monday.
In an article commenting upon the attitude of China towards the outside world, the " Times ” declares that the country is drifting into a position of conservatism.
