A census of the aboriginals shows that full-blooded natives have decreased by half, in 16 years. They now number 3230, the half-castes totalling 3061. In the case of full-bloods the deaths exceeded the births last year by 67. Paris, December 2. The Foreign Office officials imply that Bahr-el-Ghazal will be evacuated on condition that compensation is mode in the Niger territories and in Siam. The Court of Cassation is still examining Lieutenant-Colonel Picquart, but it is unlikely that it will postpone the courtmartial. London, Decern car 2.
