A resolution was carried urging Congress to adopt a dual tariff, imposing low duties on goods from nations favouring the United States, and high duties on goods from countries discriminating against the United States. The* Convention recommends the formation of an American Reciprocal Tariff League.

WASHINGTON, August 18. The Department of Commerce, in a preface to a translation of the German tariff, emphasises the powerful weapon given to Germany in the ICO per cent, surtax on imports from countries which discriminate against German ships and products.
