THE FISCAL PROBLEM.
PREFERENCE AND RETALIATION. PROPOSED CHANGE IN THE UNITED STATES. NEW YORK, August 18. An important matter has been ander discussion by the National Convention, sitting at Chicago, representing two hundred agricultural, industrial, and commercial associations. A resolution was carried urging Congress to adopt a dual tariff, imposing low duties on goods from nations favouring the United States, and high duties on goods from countries discriminating against the United States. The* Convention recommends the formation of an American Reciprocal Tariff League.
WASHINGTON, August 18. The Department of Commerce, in a preface to a translation of the German tariff, emphasises the powerful weapon given to Germany in the ICO per cent, surtax on imports from countries which discriminate against German ships and products.
