MADRID, August 16. Famine and starvation are general in Andalusia. The Spanish Government (whose inaction had aroused much dissatisfaction) has now ordered the authorities in Andalusia to open soup kitchens-, and has asked the directors of railways to 1 repair their lines in order to employ as many men as possible. The Minister of Agriculture declares that there are 200,000 persons without work, and that a million and a half sterling will not he sufficient for their relief.
