FAMINE IN SPAIN.
MADRID, August 16. Famine and starvation are general in Andalusia. Children are eating nr cones and wild cactus. . , There is intense indignation at the Governments inaction, and present signs point to a revolt. Fifteen thousand labourers are roving the country. Many of them are armed with rifles. MADRID, August 17. The Spanish Government (whose inaction had aroused much dissatisfaction) has now ordered the authorities in Andalusia to open soup kitchens-, and has asked the directors of railways to 1 repair their lines in order to employ as many men as possible. The Minister of Agriculture declares that there are 200,000 persons without work, and that a million and a half sterling will not he sufficient for their relief.
