AMERICAN ELECTIONS REVERSE FOR DEMOCRATS (Heed. 1.40 a.m.) NEW YORK, Nov. 4 Although the election returns are not complete it is clear the general result will be what, llie Now York Times tonus; a decisive Republican victory. No Progressives have been returned so far. There wore three in the outgoing House of Representatives. No Farmer-Labour has gained n seat. There was one in the last Congress. One representative of the American Labour Party has been elected. There was one in the House previously. For the Senate 11 Democrats have been elected. There are 41 whose terms have not expired. Nine Republicans have been returned, there being 20 not required to contest the election. No Progressive has been returned to join the one already in the Senate, fourteen contests have not yet been decided. Elections of new Governors in 33 States in which 18 were previously Democrats and 15 Republicans have resulted so far in the return oi seven Democrats and 13 Republicans. Thirteen contests are still undecided. A total of 946 candidates are contesting 469 Congressional seats —35 in the Senate and 434 in the House of Representatives. The New York Times says the Opposition has made the greatest gain for a mid-term election since 1918. The paper adds that the Republican gains may take them beyond the 30 which experts consider the figure at which an important reverse lor the Administration can be calculated. The Democrats are probably not losing enough to change the nominal control of the House, and yet the Administration may have lost it when the final returns are in. (Reed. 1.40 a.m.) LONDON, Nov. 4 Claiming an accurate knowledge of the peace terms with which Hess came to England, Sir Patrick Dollan, former Lord Provost of Glasgow, said Hess arrived as the official Ambassador of Hitler, lie said after his arrival that lie expected to he allowed to return to to Germany within 48 hours. The terms included: (1) The return of the German colonies. (2) Britain to give up a proportion of her military, naval and air strength, and also to pay an indemnity, being allowed to retain sufficient air strength to protect the British Isles. (3) Europe would be Germanised, with Hitler as overlord. (4) Germany would receive the Atlantic coasts oi' West Africa, also Syria, Palestine and other territories. ( ">) Germany and Italy would receive control of the Suez Canal. (6) Mussolini would receive Corsica and Tunis, while Spain would receive French Morocco and Gibraltar. Sir Patrick Dollan said this would have been more humiliating than the Treaiv of Versailles.
