DIPLOMATIC RELATIONS MINISTER SENT TO SOFIA (Received December, 20, 5.5 p.m.) SOFIA. Dec. 28 Japan has established diplomatic relations with Bulgaria. Tho newly-ap-pointed Japanese Minister, Mr. Teruo Hachivo, formerly Counsellor at Warsaw, has presented his credentials to King Boris. The Legation will bo the centre of Japanese activity in the Balkans, where it is hoped to extend Japan's trade.
