PROPOSAL BEFORE LEAGUE M. LITVINOFF DRAWS CONTRAST (Received September 30, 5.5 p.m.) GENEVA, Sept. '29 At a meeting of the League of Nations political committee the Russian Foreign Minister, M. Litvinoff, referred to the Spanish application to the council to send a League committee to note the withdrawal of foreign volunteers from Republican Spain. He appealed for the granting of the request to clear the international atmosphere of its accumulation of hypocrisy and lies. He added that at the very moment, perhaps, Herr Hitler and Signor Mussolini were imposing their .will on the democracies. Italy and Germany, while demanding self-determination for the Sudetens, denied the Spanish people the right, to determine their own destiny. The comrhittee adopted a suggestion by ,the British Foreign Under-Secretary,. Mr. R. A. Butler, to refer Spain's request to the Council. EBRO FRONT FIGHTING REBEL SUCCESSES DENIED (Received September 30, 5.5 p.m.) BARCELONA, Sept. -29 In spite of claims by General Franco's forces, the loyalists declare that they have retained all key positions on the Ebro front. They state that the rebels regained only 11 out of the 300 square miles they lost, and at a cost of 42,000 casualties.
