FRENCH TEST UNFAVOURABLE AIR MINISTRY'S REPORT PARIS, Oct. 1 As the result of a number of fatal accidents this year, the French Air Ministry has issued a report on Mignet "Flying Flea" aeroplanes based on fullscale tests in a large wind tunnel. It states that even with a fairly powerful engine, the machine has a performance which only just satisfies the requirements of a certificate of navigability. The report adds that a 100 per cent Mignet machine lias its centre of pressure always over 45 per cent to stern. This is dangerous because the machine cannot be righted when longitudinal instability causes a dive. The "Flying Flea" also suffers from lateral instability and poor handling qualities.
