BARBED-WIRE AT SHANGHAI NEGOTIATIONS "CONTINUE SHANGHAI, Oct, 1 Renewed tension has arisen in the Sino - Japanese situation. Japanese troops having erected barbed-wire barricades at Hongkew, their quarters in the Shanghai International Settlement, and seized strategic points, there has been a general exodus of Chinese from the district. In the meanwhile, the Sino-Japanese diplomatic negotiations at Nanking are being continued.
