PLANNED DEVELOPMENT INTERESTING FEATURES [BY TKIjEGKAPH—OWN COHRESPONDENI ] NAPIER, Tuesday Incorporated in tho Borough of Napier for development along special lines, a 475-nere block of land which was originally a Harbour Board endowment is being made a model residential suburb. Tho plan provides for such features as specially laid out streets, adequate recreation areas and tree plantations, and tho concentration of business promises to prevent residential streets being indiscriminately cluttered with shops. Schools and other public buildings will also he zoned. The lay-out for tho streets represents a direct departure from orthodox planning on rectangular lines. Special regulations also govern tho erection of dwellings. Tho authorities have retained the right to control tho design of every dwelling, and its cost, for which a minimum has been fixed. Garages will not be permitted on the front of sections. Much work has already been done in tho development of the area, and a number of homes have been built.
