Attacking the appalling immorality in Scotland, the speaker asserted that illegitimate births in Wigtown County totalled 178.8 per 1000, compared with the highest English figure of 42 per thousand.

Major Haverfield estimated that 12 to 13 per cent of Scottish marriages were irregular, but were regularised later by shprrif's warrant. He blamed ignorance combined with the cinema and modern novels.
