QUESTION IN THE COMMONS British "Wireless RUGBY. Feb. 7 The Foreign Secretary, Sir John Simon, was questioned in the House of Commons to-day as to the present position regarding the proposal to establish an oil monopoly in Manchukuo. In reply, he said conversations in Tokio between representatives of the oil interests affected and the Japanese authorities were started early in January, and would, he understood, cover the field of the Manchukuo oil monopoly as well as the Japanese petroleum law. The conversations were still in progress.
