BUILDING ORDER TO ITALY GOODWILL RECIPROCATED LONDON, Dec. 28 In the absence of an explanation, there has been a tendency to assume that the placing of an order in Italy for six Persian gunboats reflects the ill-feeling ovef the Anglo-Persian oil dispute. The Persian Legation, however, discloses the interesting fact that Persia,recently asked Britain to allow 400 Persian officers and ratings to be given six months' training in the British Navy, and that the request was rejected for reasons of policy.

Thereupon, Italy was approached and assented. '' So the orders for the gunboats," said a member of the Legation, " automatically went to Italy."
