Sir, —Mr. Thornes denies that the Rent Restriction Act was brought in to control unscrupulous landlords. He says, on tho other hand, that it was purely a war measure. Of course it was; but war measures were not enacted merely to adorn the statute book. They were necessary for no other reason than to prevent unscrupulous persons from taking advantage of a national crisis to penalise their fellows. Further, Mr. Thornes contradicts himself. He states he has "never assaulted anything in connection with" the State Advances Office, while he goes oil to declare, in reference to 95 per cent advances, that he will "continue to attack it." Mr. Thornes would have us assume that the provision for granting loans up to 95 per cent was a mandatory enactmont. It is really a discre ionary power vested in tho State Advances Board, and it is an authority which that board has shown no inclination to exercise with any indication of undue liberality. C. E.
