WAR DEBTS QUESTION.

ATTITUDE OF AMERICA. EUROPE TO MOVE FIRST. ' LONDON, March 23. " What the United States does with regard to war debts and reparations will be done only in the interests of a general economic recovery." The United States Ambassador at Berlin, Mr. F. M. Sackett, who is on a visit to Paris, expressed this opinion to a representative of the Daily Mail. "France and Britain,'' he said, " must first come to an agreement among themselves, and then with the other European Powers. " When this is done wo will see how the United States can facilitate that agreement, but we cannot commit ourselves to anything in advance. American public opinion is firm on this matter."
