MOVE IN MANCHURIA.
AUTONOMY OF PROVINCES. REPORT OF DECLARATION. (Received September 20, 11.15 p.m.) SHANGHAI, Sept. 29. An unconfirmed telegram from Manchuria says the provinces of Feng-tien and Kirin have declared their independence from Nanking, and that the other northeastern provinces are likely to imitate them. The movement is believed to be influenced by the Japanese, in order to avoid the necessity of dealing directly with Nanking in the negotiations for a settlement of the. Manchurian dispute.
