Malcolm, of Southland, members of the-Legislative Council, expires to-, morrow. The Prime Minister, the lit. I lon. G. W. Forbes, stated to-day that the vacancies will not be filled. This is in pursuance of the policy of economy which the Prime Minister announced previously.
