FEARS FOR MR. HOOVER.
VISIT TO BUENOS AIRES.
STRONG GUARD PROVIDED. POLICE MAKE TWO ARRESTS. CITIZENS' CORDIAL WELCOME. (Received December 11. 6.5 p.m. ' BUENOS AIRES. Dec 13 Buenos Aires is lavishly decorated for the visit of the American President-elect. Mr H. C. Hoover, who arrived this even ing at seven o'clock from Santiago, Chile The train passod for over an hour alone a routo of 30 miles which was lined with thousands of people, who cheered and waved flags.
Tho Government of Areenlina has moh ilised -a strong and efficient guard of soldiers and sailors to aid the 1500 police who are protecting Mr. Hoover during his visit.
Extraordinary precautions have been taken along the entire line of march from the station. The police and the strong detachments from the Army and Navy are under the command of the Chief of Police Colonel Granos.
Tho police havo arrested two men who are accused of plotting to take Mr. Hoover's life.
