The only concrete result of the long, but vain, struggle to cut down the Budget of the League of Nations was the success to-day of Mr. Hainbro (Norway) in having a motion carried bv 13 votes to G providing for the transfer of tho election of tho supervisory commission from tho Council to the Assembly. lie raised the point that no Parliament allowed a Cabinet to appoint a Finance Committee. An Assembly of 44 nations should have control, not the 14 members comprising Ihe Council.
