CONSTITUTION OF COURT. JUDGE FROM DOMINIONS. INCREASE IN MEMBERSHIP. (Received September 21, 5.5 p.m.) British Wireless. RUGBY, Sept. 20. The Assembly of tho League of Nations to-day approved a revision of tho membership of the Permanent Court of International Justice. This will involve an increase in tho number of Judges of tho Court and will allow for (he election of a German Judge and one from tho British Dominions. Mr. John Bassett Moore, Judge of the Permanent Court of .International Justice at the Hague, having tendered his resignation in April last-, the Secretary-General of the League of Nations, Sir Eric Druminond. on August 6 communicated to the members of the League the list of candidates nominated by the national group of jurists in view of the eventual election of his successor. Twenty-six countries, including the British group, nominated Mr. Charles Evans Hughes, the former Secretary oi State of the United States, lie was unanimously elected by the Assembly on September 0. Heir Walther Simons, Pro sideut of the German Rcichsgerichfc. was nominated by nine countries, but some weeks ago there appeared to bo a likeli hood that the number of Judges oil the Bench might be increased simultaneously with (he election of a successor to Judge Moore, in which case there would be a vacancy for a German Judge next year The Court is at present composed of 11 Judges and four Deputy-Judges, one of the Judges being Lord Finlay, but it is open to the League of Nations Assembly to increase the number to 21, of whom six would bo deputies. Apart from the two jurists above mentioned. 21 others were nominated, but with the exception of another American Mr. James Brown Scott, president of tho Tnst.it:ilo of International Law, who re eeived two nominations, none was nominated by more than one group.
