ANNUAL REPORT TO GENEVA. GOOD PROGRESS OF PEOPLE. (Received October 26, 10.35 p.m.) A. and N.Z. GENEVA, Oct. 26. The Mandates Commission has received the report regarding Irak, in which it is stated that Turkey and Irak have become sincere friends. The revenue exceeded the estimates by over 8 per cent.i The people have shown surprising administrative capacity. Labour troubles tire practically and employment is plentiful and wages are good.
