NEW REGULATION PASSED.
DECLARATION BY PASSENGERS.
A. and N-Z. MELBOURNE, Aug. IS. The Federal Executive Council has passed a new customs regulation which requires ships' passengers after January 1 next to make a written declaration before a customs official. In this the passenger must set out all the articles in his effects which are intended for gifts, sale, exchange, or trade, or which are not his bona-fida effects. The acting-Minister of Customs, Mr. T. W. Crawford, said the evasion of duties by private passengers from overseas was causing the department much concern.
