A motion for the rejection of the second reading of the Coal Mines Eight Hours Hill was moved by Lord Banbury in the House of Lords. It was defeated by 53 votes to 17. The new national executive of the Miners' Federation met to-day and considered the report which is to be presented to the conference of delegates tomorrow. The constitution of the executive has been considerably changed. Thirteen old members have dropped out, but the president, Mr. Herbert Smith, and other officials have been re-elected. The executive will submit to the delegates full information concerning the position on the various coalfields. It will leave it to the delegates to decide whether or not the strike shall be continued. The executive appointed a delegation to proceed to America to state the British miners' case to American trades unions and to raise funds for the former. After the meeting the general secretary of the federation, Mr. A. J. Cook, stated that a memorandum which had been agreed upon with the Church leaders will be recommended to the delegates for their acceptance, with a clear interpretation that this would not mean submitting the question of hours to arbitration.
