LEAGUE OF NATIONS.
MATTER OF REPRESENTATION THE ATTITUDE OF SPAIN. Australian and IN.Z. Cable Association, (Reed. 5.5 p.m.) MADRID, July 30. The Spanish Minister of Foreign Affairs, Don Jose Messia, says that if the German Government, as bas been reported, is disposed to favour the granting of concessions to Spain, the September meeting of the League of Nations may see a solution of the difficulty which arose concerning the allocation of permanent seats' on the Council of the League. Don Jose says Spain still aspires to a seat on the Council.
