NE TEMERE MEASURE. REINTRODUCTION IN N.SAV* Australian and N.Z. Cable Association. (Reed. 5.5 p.m.) SYDNEY. Fob. IS. The State Cabinet has decided to hold a short session before Parliament is dissolved. The main object is the reintroduction of the No Temere Bill. The date of the session has not yet been fixed, but it will probably ho March 24. Sir George Fuller, the Premier, states that when the date has been decided it is almost certain that at least five appointments will bo made to the Legislative Council. SYDNEY'S ELECTRICITY. GOVERNMENT AND COUNCIL. (Reed. 5.5 p.m.) SYDNEY, Feb. 18. In referring to the proposal cf the Sydney City Council to build a new power house, Mx. E-. T. Ball, Minister for Works, said ho had been advised by the Crown Solicitor that any proposal to meet contracts for work of that character by the issue of debentures in payment was the same thing as borrowing money. The latter course could not be followed without the Governor's consent. Any attempt, therefore, on the part of the civic authorities to avoid following the proper procedure, and thereby*to circumvent the powers of the Government in regard to financial arrangements for that proposal, would be appropriately dealt with by the Government.
