COMPENSATION PAYMENTS. GERMAN GOVERNMENT EXPLAINS Renter. BERLIN. Fob. 17. The question of payments .said to have been made- by tho Carman Government to Ruhr industrialists as compensation is attracting considerable attention J" Germany. ,A, memorandum submitted to the Reichstag by the, Government explains that these payments were in tho nature of compensation to certain industrial firms in tho Ruhr arid other occupied territories on account, of deliveries in kind made by them to the " Mieum " or Inter-allied Commission of Control of Works ami Mines, on the cessation of passive resistance. The memorandum denies allegations in the press to tho effect that 700,000.000 reichmarks were repaid in Pccember. ft says the agreement for immediate payment provided for a reduction of debts by over 200.000,000 reichmarks, and that out of 220.000,000 reichmarks paid in December only one-half was in cash. The Government, lias decided, for reasons of economy, to pay the balance, and now asks the Reichstag to sanction the payments already made.
