DESTRUCTION OF RATIOS.

• COMPETITIVE BUILDING.

By Telegraph—Press Association Copyright. (Received 10.5 p.m.) A. and N.Z. LONDON. Dec. S. The naval correspondent of the Daily Express says Sir George Thurston, director and chief constructor of Vickers, Ltd:, writing in Brassey's Annual,'shows*how naval architects can get round the Washington • Agreement's limitations. Sir George presents designs of .ships which would conform to the 10,000 ton limit, but could, carry nine 8-inch guns capable of firing a broadside of 22461b., compared with the war-time light cruisers' 6001b. broadside.

The Express remarks that the United Stales proposed to lay down eight new powerful light cruisers, Japan and France six each, and Italy two.

Captain' Knox, an -American officer, writes to the paper calling attention to the changes in the naval strengths which the new light cruisers aro making. He says they will soon make a mockery of the Washington Conference by destroying the agreed ratios and restoring expensive competitive building.
