PHILIPPINES FINANCE.
APPROPRIATIONS VETOED. lieuter. MANILA, Dec. 8 General L. Wood, Governor of the Philippines, has vetoed a measure to appropriate sums for the Philippines to take part in the inter-Parliamentary Union at Geneva. Ha has also vetoed a proposed appropriation for the continuance of propaganda in the United States and elsewhere.
