CRITICISM OF SCHEME.

VIEWS OF ENGINEERS. [BY TELEGRAPH. —PRESS ASSOCIATION.] DUNJEDIN. Friday. The Civil Engineers' Conference, in discussing a paper on corrugations in roads, criticised the Highways Act. Mr. A. J. Baker (Auckland) expressed the opinion that local bodies should not be asked to find 50 per cent, of the dost of main highways, and that motorists should bear a higher ratio. Mr. A. J. Paterson commented on the transference of the tyre; tax from the exporter to the retailer and customer. The highway problem, he thought,- had not been tackled at all. The Act failed to provide for what a progressive country wanted, and should be repealed and replaced by a more workable scheme.
