Mr. Reed introduced a motion in the Senate authorising the President to communicate with Britain and France regarding , the transfer of their West Indian islartds in payment of their war debts to' the United States. The resolution mentions Trinidad, Bermuda, Martinique, the lesser Antiles, Grande Terre, Guadeloupe, Mari, and Mallente.
