AUSTRIA AND GERMANY.
AN AMERICAN APPEAL. A- and N Z. WASHINGTON, Dec. 15. In the House of Representatives, Mr. Newton, on behalf of 21 members of the House, introduced a resolution asking Congress to appropriate 70,000,000 dollars for the relief of famine conditions in Austria and Germany, the money to bo nw.d to purchase food in the United States which would be distributed by lied Cross organisations.
'Hie resolution stated that widespread starvation even now prevails among 70,000,000 of the peoples of Austria and Germany, and unless relief were immediately extended, hundreds of thousands, if not millions, would die of hunger and cold in the coming winter.
