Herr Gessler, Minister for Defence, speaking at Hamburg regarding the reparation, said the German Govern- j ment, by fulfilling its obligations up to the present, had gained time and made I her enemies realise the possibility of com- j plet'e fulfilment. If France now proceeded alone against Germany, Britain s.nd the other States would not prevent her, but would refuse all support.
