F. de Waal, announced in the Provincial Council that owing to the deficit due to the reduction of the Union Government's subsidy and other causes, he proposed to levy a provincial income tax on incomes above £120, starting at 50s. The motor-car and amusement taxes would be doubled, and license fees increased. The proceeds of the income tax ! would be appropriated for educational j purposes.
