COST OF PUBLIC WORKS.
PRESENT-DAY CHARGES.
POSITION OF THE TAXPAYER. [BY TELEGRAPH.—own correspondent.] WELLINGTON, Wednesday.
'• There is a phase of the question of expenditure upon public works to which I desire to call Your Honour's attention," said Mr. T. 0. Bishop in addressing the Arbitration Court to-day. "If public works are undertaken to-day at the existing high costs of material and labour and at the very high cost of money, there is no chance of these works ever becoming productive, and they will remain for ail time a further burden on the taxpayer. It is safe to prophesy that in two years' time the public will condemn the expenditure, although to-day they may be demanding it.
" Cons.'der the example afforded by the Government houses. They were built to satisfy popular demand, and already the tenants are clamouring for a reduction of rents, which could only be given at the •xpense of tho taxpayers. The Primo Minister sounded a note of warning in this connection recently when speaking in regard to the £5,000,000 loan just floated in London."
