Sin J. MITCHELL'S MISSION, Australian and N.Z. Cable Association. (Reed, 6,30 p.m.) LONDON, March 19 The Premier of Western Australia, Sir James MitcKeD, was met on his arrival at Victoria station by representatives of the Colonial Office Sir J. D. Connolly, AgentGeneral, and many Western Australians. Sir James Mitchell proposes to disclose his immigration policy at a luncheon on Tuesday. Previous to leaving the steamer at Marseilles, he addressed several hundred passongers, including a contingent of AfigloIndians from Bombay, many of whom hav e recently retired with commuted pensions. He explained tho terms on which Western Australia invited settlers, Mr. Thomson, a member of the Western Australian Legislature, who accompanied Sir James Mitchell, addressed a meeting of demobilised soldiers returning to England from India, and pointed out the opportunities offered by Western Australia,
