MENACING RUSSIAN NOTE.

The Russian Soviet Government, fearing an attack, has sent a menacing Note to the Polish Government, stating that the Soviet Government will regard attacks outside Polish territory by regular Polish troops, or armed detachments which are not Polish, as a casus belli.
