VOTING IN THE ASSEMBLY. LATIN AMERICAN BLOC.' A. and N.Z. GENEVA. Sept. 15. Australia helped in the election of Lord Finlay and Professor J. B. Moore (United States), to judgeships in the Court of International Justice, but failed to secure the election of Sir R. L. Borden (Canada). A bloc vote by the 16 Latin American Republics proved most formidable, and thus far no adequate counter-bloc has been discovered in the Assembly. The American States worked against further British representation after tho election of Lord Finlay.
