OPERATIONS IN THE EMPIRE. RETURN MAY BE PERMITTED. (Received 11-30 p.m.) Reuter. LONDON, July 26. The secretary of the World Alliance for promoting international friendship throughout the Churches, has written to the Colonial, Foreign, and India Offices suggesting that German missionaries be allowed to resume work in certain British territories. Mr. Winston Churchill replied that the" war showed that certain foreign societies and individuals were unable to prevent their national instincts from influencing their oenduct to a degree incompatible with their proper functins and prejudicial to the security of the territories in which they were working. Nevertheless applications from individual missionaries of unimpeachable antecedents would be considered provided that they were placed under the control of British, Allied, or associated subjects, and vouched for by a responsible British ecclesiastical authority. The circumstances in mandated and adjoining territories, however, were exceptional, requiring a degree of supervision which was not necessary elsewhere.
