Japan has informed the United States that she intends to resist with al! the means in her power the efforte of the Russian Soviet Government. to exclude Japanese from the fishing industry on the Asiatic-Russian coast, japan insists that the Russian-Japanese Treaty of 1907 permits her retention of the fisheries.
